MobiCash Limited is a payment service provider in Rwanda licensed by the Central Bank (BNR) in Rwanda. It offers a payment channel that is independent of mobile network operators and has a pivotal role in transforming the financial sector into a cashless one. It has a comprehensive agent network across the country as well as other channels of distribution such as use of a phone, laptop, tablet and also through merchants.
A person or entity, natural or legal, authorized to provide MobiCash Payment Platform Services on a non-exclusive basis. We have two types of agents: Mini-agent and Full agent.
A full agent provides all types of our services to our customers, including the Value Added Services (VAS) – Utility purchases, Airtime, TV Programming, tax collections and the financial services. See below.
A mini-agent provides the VAS only.

A MobiCash account is similar to a bank account but requires biometric devices for verification. It serves as a platform to deposit virtual money that can be used for different financial services as well as to purchase VAS.

There is no charge to open a MobiCash account. However, MobiCash collects commissions on each transaction and Value-added services (VAS) transactions conducted by agents including cash out, money transfers, utilities’ payments, Pay TV, Air Time, RRA Taxes and non-fiscal revenue.

Yes. MobiCash has been licensed by the National Bank of Rwanda for its credibility to provide financial services. MobiCash is even licensed to collect on behalf of the government. MobiCash also has liability insurance.

MobiCash offers to their clients a payment gateway to pay almost all kinds of RRA taxes divided into three major categories including direct taxes, taxes on goods and services, taxes on international trade. These taxes include:
There are other collection fees that are paid for services rendered by other government institutions that can be as well paid on our platform. These are known as non-fiscal revenues. This service does not require the person to have a MobiCash account.
There are some of the collections that we are not yet able to let our clients pay using our application because the integration is not yet completed. Some of these are the RSSB contributions. This error message comes when agents try to pay these contributions using our application. Inform the client that MobiCash is not yet able to make these payments via the application.
This error message comes when the device is experiencing internet connection problems. Check if the device is well connected to the internet and if yes, try to do another operation to see if it works, e.g. check balance then do the operation. If the problem persists, restart your device and see if it resolves the problem. If it does not, contact MobiCash.
This error appears when the reference ID that is being used to make a payment has already been used to make an RRA payment. Check if the reference ID is correct and try again to make the payment. If it does not work, contact RRA on 3004.

This error appears when the agent is buying electricity for a customer while the float amount is not enough to make such payment. The agent, at this stage, has only one solution to load money on his/her account.
